I don't always install exhaust cut outs..

But when I do I put them in front of muffler deletes.

Such a tired subject.

Bbrady did it best, IMO.

For most, LT headers to stock mufflers. If your cats can live, great. Mine didn’t, so I added 22” resonators.

Is it the best? Do you like blondes, brunettes, redheads, shaved heads, other?

It’s subjective. Pick something and move on, or GTFO.

I did 2" LT with high flow cats and stock muffler.

So quiet in the cabin at 70-80mph. But ANYTIME I jump on it people hear it.

So unlike my buddy who has straight exhaust and he gets harmonic drone at various times while driving his manual. He's got to change RPMs to get rid of the drone.
