Porting the blower is always a good idea. I would do that before heads. Maybe add some qtp cut outs right before the factory rear mufflers. You can modulate them from partially open to wide open to achieve the amount of booze you prefer

Labor notwithstanding, ported heads are great because you pick up a lot of mid to top range power while you lower boost, win win.
