I'm no expert, but I'm pretty sure that's the Supercharger you removed and not the Starter. The Supercharger is never going to pass a Starter Motor tester. That's probably your problem. :)

I pull the starter and just for fun have it tested again and its bad.
Define "tested". How, exactly, was it tested? Are you paying someone to test it for you? If so, have them try a new Starter Motor and confirm that the tester actually works. Starter Motors are pretty hard to damage. I struggle to believe the replacement was damaged overnight just sitting attached to the car. The only way I can imagine that to happen, the Starter would have had to have stayed energized (which could explain the 8V battery). But I can't think of a way it'd stay energized and not make noise. And for it to fail because of that, it would have had to make smoke (as the motor winding insulation slowly burns off) I'm thinking you would have noticed (the smell, even if you weren't there to witness the smoke).

Had it tested at the parts store.
They warrantied it out and I was willing to try anything.

Trying to spin the motor over manually with the plugs out, led to me pulling the CAI. Led to me peeking into the snout, led to me finding a lake inside the supercharger.
Led to whiskey..

Its locked up TIGHT.. I have a forged 408 Iron block I can throw in but I'm going to pull the motor this weekend and see what exactly is Locked up.
