Maybe it's just that i'm super exhausted, but it seems like the bolts are wrong when attaching the ring to the balancer. The bolts are short, and are also meant to be countersunk, but they are too large to countersink onto the ring.
Does someone have pictures of the ring installed?

Sounds like you are trying to use the wrong bolt holes, the countersunk bolts hold the dampner to the hub. There will be 3 other holes that you use for the actual Lower boost pulley they are a 12pt arp bolt if i remember correctly.
